Remington Water District is…

Remington Recreational Water and Sewer District (not a Judicial Water District) is a government entity located in the northern part of Kootenai County.   Our system currently has 350+ users.  Our system provides backup generator power with full fire flow protection while maintaining normal demand during a power outage.  Very few systems in North Idaho provide such capacity to it’s users.

MINUTES FROM AUG 2022 MEETING

REGULAR MEETING OF THE BOARD OF DIRECTORS
August 17, 2022 6:30 PM at Athol City Hall

CALL TO ORDER AND ROLL CALL

Chairman Shawn Mosqueda opened the meeting at City Hall at 6:30 pm. A roll call confirmed Charlie Richmond, Bill Hennig and Robin Pugh were also present. Staff present were John Austin, Manager, Bob and Ian Kuchenski, Water Operators and Ashley Williams, Consulting Engineer.

OLD BUSINESS

Next, the Board approved the minutes of the July 20, 2022 meeting, following a motion by Mr. Richmond and second by Mr. Pugh.

Next, Mr. Kuchenski presented the Water Operator Report, beginning with the water production and consumption update for the last five years. He discussed other maintenance issues including the failure of the generator controller. The Report was approved following a motion by Mr. Hennig and second by Mr. Pugh.

Next, Mr. Austin presented the financial report, invoice approval list and delinquent list for the first eight months of the fiscal year. He noted the totals don’t include the DEQ Reimbursement for #6, 7 and 8 of $308,483. The Board approved the report, invoice and delinquent lists, following a motion by Mr. Richmond and second by Mr. Pugh.

NEW BUSINESS

Next, the Board considered the vacant Board position with the passing of Jess Mosqueda. Mr. Hennig suggested that Eric Parent would be a good addition to the Board, who directed staff to contact him.

Next, Mr. Austin discussed the crossflow program and the delinquent reports of compliance. He stated a final letter has gone out to those who haven’t yet submitted a report of their backflow testing.

Next, Ms. Williams discussed ongoing projects. In the Project Status Report, she stated the progress on the construction projects.

Next, Ms. Williams presented Pay Request No. 6 – TML Construction, for their work in the month of July, $115,283.74 which was approved following a motion by Mr. Richmond and second by Mr. Hennig.

Next, Ms. Williams presented the IDEQ Reimbursement Request #9, $147,111.27 which was approved following a motion by Mr. Hennig and second by Mr. Pugh.

EXECUTIVE SESSION

The Board entered Executive Session under 74-206 (1), following a roll call vote at 7:30 pm.

The Board exited the Session at 7:44, following a motion by Mr. Hennig and second by Mr. Pugh. The Board directed staff to negotiate a price with the tenant, following a motion by Mr. Hennig and second by Mr. Pugh.
ADJOURNMENT

The meeting adjourned at 7:48 pm following a motion by Mr. Pugh and second by Mr. Hennig.

500 Gal. Propane Tank No Longer Needed. Bid Needed by Sept 21

Hello Everyone,

Damage was done to a line of the district’s old 500 gal propane tank.  The district no longer has need of the tank.  The 500 gallon tank X 70% full = 350 gallons. Multiply 350 gallons x $1.95 per gallon which the District paid last year = $682.50.  There is zero salvage value to the district as it is 20 years old.  If you are interested in bidding on this tank, please submit to bids@rwdonline.org.

We will review the bids and announce the winner at the Sept 21 meeting.

REMINGTON WATER DISTRICT OFFICE IS OPEN

Remington Water District now has a physical office with very limited hours.

The office is located in the Little Town Market complex, 6101 Hwy 54, Suite B.  It is west of the market.

Hours are 10 am to 2 pm on Wednesdays.

LOW PRESSURE ALERT

Remington Water District

Dear Remington Water District customer, April 27, 2022 On Tuesday evening, April 26th, Remington Water District customers in the District’s northern pressure zone experienced a water service depressurization event to due to the failure of our generator controller. As was referenced in the notice we issued last week, we temporarily programmed our generators to start and provide power during a power outage, but need to be shut down manually in order to return to utility power until the new controller is installed in a couple of weeks. What our service companying did not clarify with us is that as soon as utility power is restored, the generator controls sense this and attempt to transfer back to utility power and cannot, then the generators shutdown with without making the transfer. All of our pumps are then without power and shutdown as well. For future power outages, and until the new generator controller is installed, the risk of losing water pressure for a brief time until we can manually transfer the generators back to utility power remains.

Because your health is important to us, we want to explain in greater detail the steps we have taken and will continue to take to protect our water supply during a depressurization event. When a significant pressure loss occurs, there is a potential for back flow or cross connection contamination to occur in the water system’s distribution system, thus initiating an opportunity for contaminants to be drawn into the drinking water supply. While we have established preventative measures to significantly diminish the potential for contamination it is not possible for any public drinking water system to completely rule out the potential for contamination during a depressurization event. This potential for the introduction of microbial and chemical contaminants into the water system may pose a special health risk for people with weakened immune systems (immuno-compromised persons), children and the elderly. If such contamination were to occur it may cause symptoms such as nausea, vomiting, diarrhea, cramps, headaches, or other symptoms.

If you are concerned about the potential for contamination due to a depressurization event, please consume bottled water if you notice a decrease in pressure at your tap. (Boiling your water may not be an effective method to ensure that you are protected from all potential contamination). We have added extra chlorine to disinfect the water system. A special water sample will be also taken to test for the presence of coliform bacteria. We should have the results back shortly. If there are any problems with this water sample, you will be notified immediately.
